Packagings Subject to Approval
BAM is the authority responsible for type testing packagings subject to approval for the transport of radioactive materials on the basis of the corresponding traffic regulatory principles, for example according to ADR, chapter 6.4. In performing this task, the BAM follows Guideline R003:
- Transport of radioactive materials
Guideline for the Design Approval Procedure of Packages for Transport of Radioactive Material, of Special Form Radioactive Material and Low Dispersible Radioactive Material - R 003 dated 17.11.2004
Federal Ministry for Transport
Revised version in Verkehrsblatt, issue 12/2016, 09.06.2016
Richtlinie 003 (In German)
The quality assurance method used depends on the Technische Richtlinie über Maßnahmen zur Qualitätssicherung (QM) und -überwachung (QÜ) für Verpackungen zur Beförderung radioaktiver Stoffe - TRV 006 -, published by the Federal Ministry for Transport:
- Transport of radioactive materials
Technical guideline concerning measures for quality assurance (QM) and monitoring (QÜ) for packagings to be used for the transport of radioactive materials - TRV 006 -

Verkehrsblatt, Heft 4, 20.02.1991, pp. 231
Monitoring of quality assurance measures for designing, manufacturing, testing, documenting and inspecting packagings subject to approval for radioactive materials is performed in compliance with ADR, chapter 6.4, in conjunction with ADR, section 1.7.3.
The safety engineering assessments required within the framework of the type tests are performed by members of staff of BAM Working Group 3.32 - Transport containers for radioactive materials. These assessments include tests with respect to
- the mechanical design of the packagings
- the thermal design of the packagings
- the release characteristics of the radioactive contents of the tight enclosure of the packaging, and
- the quality assurance measures for the manufacture and operation of the packagings
BAM’s field of activity is intensified through scientific safety studies of the existing problems processed by us.
Tests with respect to screening and criticality of the radioactive content are the responsibility of BfS
Packagings Requiring Testing
For packagings which require no official approval, it is the responsibility of the BAM to approve and monitor the quality assurance programs for designing, manufacturing, testing, documenting, using, maintaining and inspecting packagings subject to testing for use with radioactive materials in compliance with ADR, section 6.4 and section 1.7.3.
Special Form Radioactive Materials
BAM is the German authority responsible for type testing and for approving special form radioactive materials in compliance with ADR, section 5.1.5.3.1, in conjunction with ADR subsection 6.4.
Check list for application documents and design-type quality assurance programs (QAP) for assessing enclosed radioactive materials (radiation sources), particularly as special form radioactive materials) issued by BAM serves the applicant as a guideline for the content and the scope of documents to be forwarded to BAM for the application of an approval:

Packagings for Exempted Uranium Hexafluoride
BAM is the German authority responsible for approving packaging design types for non-fissile or fissile exempted uranium fluoride in compliance with ADR, section 5.1.5.2.1, in conjunction with ADR subsection 6.4.6, and confirmation in compliance with ADR, subsection 6.4.12.1., letter a and ADR 6.4.21.
Low-Dispersible Radioactive Materials
BAM is the German authority responsible for type testing and for approving the design type low-dispersible radioactive materials in compliance with ADR, section 5.1.5.2.1, in conjunction with ADR subsection 6.4.8.14, and confirmation in compliance with subsection 6.4.12.1, letter a, in agreement with BfS.
