3.2 Sea mode approval (non UN-pressure receptacles)

The procedure described in the following is being applied in Germany for the approval of pressure receptacles in accordance with IMDG-Code 6.2.3.

3.3 ATRs concerning pressure receptacles

Accepted Technical Regulations (ATRs) are national technical codes recognized in accordance with RID/ADR 6.2.5 by BAM as competent authority in agreement with the Federal Ministry of Transport, Building and Urban Development (BMVBS). These technical codes are published in the Official Gazette of the Federal Ministry of Transport, Building and Urban Development “Verkehrsblatt” in an English and a German version and have been submitted to the competent OTIF and UN ECE Secretariats. The use of technical codes recognized by the German competent authority in accordance with RID/ADR 6.2.5 is hereby confirmed for the use in the territory of the Federal Republic of Germany, only. A German ATR may be used in the territory of another RID/ADR-member state if it is accepted by the relevant national competent authority including the corrigendum by Nr. 155 VkBl. Heft 22-2010; S 554, rendering the fifth paragraph in above mentioned excerpt void.

ATRs listed above are simultaneously recognised by the Federal Institute for Materials Research and Testing (BAM) for the approval in accordance with the IMDG-Code 6.2.3.

3.4 Composite pressure receptacles: service life testing

The procedure for life time surveillance with respect to the UN-service life test program for composite pressure receptacles is described in GGR 021 (see 3.6, below).
This procedure is related to the surveillance of safety during service, respectively the extension of service life time, as required in RID/ADR Note 2 & Note and analogue in IMDG-Code and each Note 2 and IATA, respectively ICAO Note 2. BAM is the competent authority regarding these issues, according to §12(1) No 1 f GGVSee (July 2016) and LuftVZO §78(3):

3.5 Composite pressure receptacles: determination of retest periods

Likewise, the concept of additional tests (CAT, see BAM GGR 021, below) is used within the scope of BAM’s responsibility as basic tool for the determination of retest periods according to RID/ADR P 200 (9) and the Note in IMDG-Code P 200(2)(d) , respectively UN-Model Regulations P 200(2)(d).

The determination is done individually and based on design type properties. The determination is performed according to the following principle:
1. In general, a retest period of 5 years is determined, if the owner or manufacturer has provided a set of data concerning the relevant key-strength and − in accordance with CAT− the statistical assessment of the data shows a sufficient reliability of composite pressure receptacles at the time of the assessment.
2. A prolonged retest period of 10 years can be determined, if requirements in 1. are met. In addition, a formal agreement on the further procedure for determination of degradation and life time estimation in accordance with CAT shall be established. This shall ensure retest periods appropriate to the confirmed safe service life time.
3. A reduced retest period of 3 years is determined if no data in accordance with 1. are provided or the statistical assessment in 1. shows a reliability level lower than appropriate for a prolonged retest period.
